There
are currently 6 projects being handled by TAN and these are:

2. Development of the Procurement Deployment Matching Software
3. Economic Policy and Reform Agenda
4. Democracy Assessment Focused on Minimizing Corruption (study)
5. Anti-Corruption Media Campaign

Anti-Corruption Resource Center. The Anti-Corruption Resource
Center is currently being set up and will be hosted by the Ateneo
Center for Social Policy and Public Affairs Databank (library).
Its objective is mainly to consolidate efforts on knowledge-building
on the subject of corruption and to better facilitate research work
on corruption.
For the past month, TAN has been coordinating with the members and
partners for donations on information materials related to the subject
of corruption. On August 12, TAN will be launching the ACRC at the
AVR of the Social Development Complex, Ateneo de Manila University,
Loyola Heights, Quezon City. The activity will be from 4:00 p.m.
to 7:00 p.m. TAN members, friends, and partners are invited to celebrate
this effort of knowledge-sharing.
This project is funded by The Asia Foundation with support from
the USAID.
Procurement Deployment Matching Software. This is a component
of the project "Capacity Building on Procurement Monitoring"
funded by the Asia Foundation with support from the USAID.
The software is being developed by the La Salle Institute of Governance
and version 0.9 has been deployed to the TAN Operations Team for
testing purposes.
The objective of the project is to be able to coordinate efforts
on procurement monitoring through the proposed Deployment Mechanism.
The software should match government's need for procurement observers
with the available CSO observers and their preferences. This project
is developed in close coordination with the Alliance of CSO and
Professional Associations and with technical inputs from Procurement
Watch, Inc.
The target government agencies covered for the pilot-phase of this
project are the Department of Education, Department of Public Works
and Highways, Department of Health and Department of National Defense.
Meetings have been conducted with DPWH, DOH and DND for their involvement
in this project. A meeting with DepEd has yet to be set.
Economic Policy and Reform Agenda. This project is funded
by the USAID and implemented by the Ateneo Consortium with TAN as
CSO partner for Tax Administration Reforms.
Three small group discussions have been conducted to flesh out the
reform issues in BIR: 1) BIR-EPRA dialogue with BIR presenting its
reform agenda under Parayno's care, 2) Lateral Attrition Act, 3)
Corporatizing BIR
There are 12 more SGDs that will need to be conducted.
EPRA has also sponsored the TAN Executive Council Strategic Planning
session last July 29-30, as part of its CSO capacity-building objective
and to help TAN strategize specifically on Tax Admin Reform.
EPRA has also sponsored research sub-projects: 1) Documenting Tax
Evasion and 2) Political Mapping on the NARA bill. The 2 research
projects are implemented by subject specialists affiliated with
the Network.
Democracy Assessment Focused on Minimizing Corruption. This
project is funded by the Friedrich Ebert Stiftung and is being implemented
by academicians from the University of the Philippines and Ateneo
de Manila University.
This is in the nature of a research project which aims to assess
and ascertain whether the state and society as well as public offices
are free from corruption, or to what extent corruption has invaded
Philippine public system and the society.
As part of its data-gathering strategy, the project has conducted
a Focus Group Discussion with the Luzon players (NGO, GO and Private
Sector) last July 28. Focus group discussions in the Visayas and
Mindanao will also be conducted this August.
Anti-Corruption Media Campaign. This project was launched
in January 2004 with the idea of making corruption an electoral
issue for the May 2004 national elections. This project utilized
the tri-media strategy to be able to communicate to the general
public the issue of corruption. The main highlight of the project
had been the roadshow of "Anatomiya ng Korapsyon" a play
written by Malou Jacob.
This project in its advocacy objective, employs the arts, specifically
the theater, as the vehicle to reach the general public on the issue
of corruption.
Last July 28, the video documentation of this advocacy experience
was presented for review to the USAID. It was approved and is now
ready for final edit and staging at the ISLA TV, NBN4 and Zoe Channel
11.

Supreme
Court Appointments Watch. This project is funded by The Asia
Foundation with support from the USAID.
TAN is partnering with different law groups for the implementation
of this project - Alternative Law Groups, Philippine Association
of Law Schools in the Philippines, Association of Law Students of
the Philippines, Lawyers' League for Liberty, and Integrated Bar
of the Philippines.
The project's objective is to increase public awareness on the appointment
of the new Chief Justice (CJ Davide will retire on December 20)
and Associate Justice of the Supreme Court and to ensure transparency
and accountability of the process.
Last August 3, the Consortium met with CJ Davide to introduce the
project and to solicit comments. On August 18, the Consortium will
meet to further discuss the details of implementation.
