Crafting the National Transparency and
Accountability Agenda
Last May 2002, TAN partnered with the Presidential Anti-Graft Commission
(PAGC) and the Presidential Committee on Effective Governance (PCEG) to
assist government agencies in crafting agency-specific anti-corruption
plans. TAN-PAGC-PCEG conducted a four-day workshop seminar with 33
agencies with PAGC as host of the function.
Thirty-one agencies submitted their plans to PAGC. After a series of
deliberations, TAN, PAGC and PCEG decided to conduct validation
workshops where the government agency plans will be presented for
critiquing and improvement to civil society groups and/or clients. Also,
the group decided to focus their efforts on top ten agencies determined
as priorities. These agencies were identified as follows:
This year
(2003), the Office of the Ombudsman (OMB) joined the Convenor Group
(TAN-PAGC-PCEG) and has since been jointly hosting validation workshops.
In June 2003, conduct of FGDs was finally brought to a conclusion.
Agency anti-corruption plans were finalized and consolidated to
constitute the National Transparency and Accountability Program.
TAN-PAGC-PCEG-OMB will continue working together, this time, in ensuring
the implementation of these plans.
