TEXTBOOK COUNT PROJECT

In June 30, 2003 extending through the end of September, the Department of Education (DepEd) conducted the delivery of about 37 million textbooks nationwide under the SEMP2/TEEP procurement. To ensure the efficient delivery of these books to the districts and high schools, the DepEd called civil society organizations (CSOs) to monitor these activities. This is also in line with the Department’s efforts to promote transparency and accountability in their transactions. This initiative is dubbed “Textbook Count Project.”

Among the Civil Society Groups that were tapped by the Department of Education was the Transparency and Accountability Network primarily through the involvement of the Operations Team. Other groups involved in this effort were Government Watch, Philippine Governance Forum, National Movement for Free Elections, Konsensyang Pilipino, and Procurement Watch, Inc.
