presented during the TAN General Assembly
August 19,2004

The Procurement Deployment System is TAN's response to the low turn-out of attendance of Civil Society Observers in government procurement activities.

The developed system will coordinate procurement monitoring work through a centralized database matching software that will produce a shortlist of CSO observers based on a matching function. Government's need for observers to a particular bidding activity will be matched with a list of observers according to their accomplished profiles which includes their preferences for agency, procurement type, Approved Budget of the Contract and/or their availability.

PUBLICATIONS 2003

Walking Through the Office of the Ombudsman

This briefly describes the functions and responsibilities of the Ombudsman and the history of the Office thereby underlining the importance of selecting the “right” Ombudsman. This also bares the role of TAN in partially opening the Ombudsman selection process to civil society “viewing”.

Guide to Government Processes and Transactions: Filing Charges and Complaints with the Office of the Ombudsman

This documents the process and procedures that need to be undertaken by an individual or group in availing the services of the Ombudsman. This is a perfect guide for those who know “something” but don’t know what to do with that “something.”

Taking the Pith Out of NRA (TAN Position Paper)

This position paper was published for distribution to stakeholders and interest groups that have undecided positions regarding the creation of a new revenue agency as a strategy to effectively reform revenue administration. This is in line with the network’s legislative advocacy efforts.

TAN Annual Report 2003

This is the first magazine published by TAN in its efforts to document the accomplishments it has made for the year. This also highlights the events that have transpired during the year which illustrate vividly the problem of corruption in the country.
