Citizens Governance Report Card
This project will develop a Citizens Governance Report Card (CGRC), which does not only consider the quality of public service delivery but also the 'character' of a local government unit in terms of transparency, accountability, and accessibility. The CGRC tool will be pilot tested in select areas in the country with the ultimate goal of creating a tool that citizens can use to demand better governance and make more informed decisions in elections starting in 2010.
A Citizens' Governance Report Card can provide citizens not only with the means to assess their candidates during elections, but also a way to raise community agenda. Furthermore, its results can be a sound basis for the communities, people's organizations/non-government organizations, to engage in dialogue with their respective local governments. In addition to these, the CGRC is also a means by which citizens can be informed of what can and should be demanded from their local governments in terms of citizens' involvement in good governance.
