The Department on Public Works and Highways, under the leadership of Secretary Rogelio Singson, has conducted a Forum and Consultation on the Fiscal Year 2012 DPWH Priorities and Strategies with as part of it's Civil Society Organisations Partnership Program.
The 3R's: Right projects, Right cost, Right quality
Sec. Singson spearheaded the program with an introduction of DPWH's current theme towards administrative reforms focused on "Doing the right projects, at the right cost, and at the right quality."
The presentation outlined the logical framework of the agency, together with the condition of the National Road Network. It proposed target outcomes over the Medium-Term Infrastructure Investment Program and the Budget Strategies for the fiscal year of 2012.
It also presented clear-cut mechanisms for progressive reforms on the management of the DPWH especially on the crafting of the FY 2012 Budget Proposal. Major changes in Clustering Guidelines and Utilisation of Savings.
Transparency and Accountability Initiatives
Prioritisation of projects as well as Participatory Government and Transparency in all areas of the agency is a major step towards its aspiration to curb corruption and prevent the misuse of funds. The Budget Partnership Agreement with Bantay Lansangan (Roadwatch), a network of 42 CSO's nationwide, which was actualised last March 15, 2011 was introduced. Among others are the pending accreditation and evaluation of additional 33 CSO's partner aspirants.
A 24/7 call center hotline contract which is on its way to be fully operational which has been approved last March 23, 2011. It seeks to reach out to the citizens and be accessible to the public for comments, suggestions and complaints.
